Yep, quants use computers/programs to tell when to buy/sell. Human intervention is to the extent of writing the code, but once the program is live, no human intervention.

The discipline is called financial engineering. There are some universities that offer the courses abroad and those ones would be the best and cant be compared to the ones in India. They pay you a bomb too. However if you do choose to study in India, the below link might help you out.
