Circuit Limit for FO stocks

If the circuit limit for FO stocks are only 10% either side, then how can a FO stock like WOCKPHARMA moved 11.50% on 21 Dec 2017? Does NSE revise the circuit limit frequently in a day?

F&O stocks have a dynamic price band of 10% to prevent erroneous order entries. The price bands are automatically reset once the price hits the limit in a few minutes and trading resumes.

So during a period like flash crash, can I expect to lose as much as 10% from the previous day closing price due to circuit limit, as no order could be placed below that?
