open range breakout:

5 min time frame

First 15 mins range breakout

Buy signal:

breakout candle close is higher than first 15 min high

Sell signal

Breakout candle close is lower than first 15 min low

note: not cross high or low. only give signal the candle close above high or low of first 15 min.

During intraday whenever it happens make signal for that.

As per the above given condition the first 15 minutes can not be defined with tradescript language.
