If any possible way to find open = High or Open = Low ( 0.05 paisa Difference)

In example : Open = 300, High = 300.05,

Another Example : Open = 300 , Low =299.95

High-Open<=0.05;
Open-Low<=0.05;

Dont understand the question, as well as the answer. Is it something related to a particular trading strategy? Pardon my ignorance.
