upi mandate only from registered bank?

I am applying for an ipo.
I have my icici account linked to my Zerodha account.
now, can I give the upi id of my another(axis or dbs) account while applying for this ipo?

You can as long as:

  • UPI ID is linked to your own bank account
  • UPI ID is supported for UPI based IPO // refer list here.

just to clarify your first point;

it is my own account in a different(not linked to the account linked to Zerodha) bank.

Hope it is okay.

You can. The bank account you use for making IPO application payment, need not be linked to your trading account. Just that the account should be in your name.
