Will SEBI allow to short sell equity overnight?

FIIs have permission from 2008 to short sell equity without actually owning it. They just need to maintain the collateral in their accounts.

Is this privilege available for any Indian institution, Pvt. Ltd company or Individual?

I am aware shorting stock has huge risks. But i feel we are missing out on trades that are reserved to only a few.

To an extent the risk can be managed with options delta hedging.

Is SEBI, NSE or RBI deliberating on this ?
