Would it be okay to buy a smallcase which is going to be rebalanced in 3-4 weeks? Does the team during rebalancing changes all constituent stocks or some of them are retained as long term investment?

During rebalancing, the stocks that no longer fits the theme will be removed and the stocks that best fits the theme will be added. Though not all the stocks will be changed. If you’d like to invest in thr fresh set of stocks, you can purchase after the rebalancing 
Else if you wish to buy now, then you can do it obviously and you can rebalance your smallcase when you receive the update. You will also have the option to skip or edit the rebalance update.
