Are the units of State Development Loans(SDLs) actually tradable on the exchange?

Good day! I bought 100 units of a SDL from a state govt on Zerodha Kite sometime back. I am not able to sell them though. Are SDLs tradable on the stock exchange or not? (It’s only a small amount so no immediate need to sell it though. )

Error description when I try to sell my SDL units:

RMS:Lt rate not found for rule: Check price based on LTP for Buy and Sell Orders for entity account across exchange across segment across product

Edit:
I checked the market depth for this SDL and there is zero depth. No trades are taking place at all.

I placed limit orders for lower amount than the face value, still the
RMS:Lt rate error occurs and the order is rejected.

Which is the SDL?

Are you attempting to sell it on BSE/NSE?
What is the current lower-circuit limit (LCL)?
