What is your condition?

To be frank, I am not aware of a condition but I want to identify stocks during the end of the day maybe the last 15 minutes or so, which will definitely go up the next day,

There is nothing like “definitely will go up” in markets, if anyone knows that then they only make money instead sharing and be the richest and as the saying goes there is no free lunch. Maybe you should read more and practice more , varsity is a good beginning.
