  1. are CDS and BCD exchanges for currency ?
    (like mcx for commodities)
  2. if yes , do they come under sebi or fmc ?

CDS is segment set-up by NSE for Currency trading, while BCD is set-up by BSE. Both come under purview of SEBI. You can check out more details here.
