i need answer with respect to both international markets & indian markets .
can an ALT-AMC also function as an ARC / INVESTMENT BANK etc as well alongwith hedge funds or vice-versa ?

The policies in every country would differ, so I don't know if any straightforward answer.
In India all hedge funds register themselves as Alternate investment funds. (AIF) To register as a AIF the minimum corpus has to be Rs 20 crores with minimum ticket size of Rs 1 crore. Check this link on SEBI website for any queries on registering as AIF.
