During pre openig section i see bid price 10 rs higher than cmp but why cant any one sell at that price and book profit

Depends on when you see this. If it is between 9 am to 9.08 am, only orders are collected, so no matching can happen. Only between 9.08am to 9.15am is when orders are matched.
