Last candle starts at 3.15pm and closes at 3.30pm. So it has just 15 min data for that hourly candle because only 15 min data came in.
What timeframe to use is a subjective question. There is no one size that fits all kind of an answer for that. I prefer to use daily candles because it won’t have missing data (other reasons do exist). Higher frequency candles could have missing data in real time as the data feed may not capture all the ns level transactions happening at the exchange. This can cause your trading logic to generate false signals.
