How to buy stocks that have only buyers?

Has anyone brought it, is it risky and is it difficult to sell these shares do most of them become sellers only?

Stocks with only buyers are stocks that have hit the upper circuit limit for the day and is hence, not trading anymore.

Your best bet to buy these shares on the same day will be to place a buy order at the upper circuit limit price as soon as the upper circuit is hit and hope for a few sellers to unload their shares and take profit.

If the circuit limit is revised for the day, the stock will start trading again and both buyers and sellers will start their battle. You can pick up the stocks in this case as well.

If it's value buying, then there is a high probability that the stock will move up the next day as well.

If it is intraday news based buying or penny stocks toggling between lower circuit limits and higher circuit limits through successive trading days, then it will be risky to pick up shares at the upper circuit limit price.
