How to read volume bar?

Hello Friends,
As you can see in picture the first candle is big with low volume bar and another candle is small but has a big volume bar.

what does it mean and how to read whether it is a fresh position building or people are clearing position?

I have seen this both side I mean in red pattern and green pattern.
