I'm trying to place and order in NFO but im getting a rejection error "16447 : Order entry not allowed in Pre-open" Why is this?

16447 : Order entry not allowed in Pre-open

Orders can’t be placed in Futures & Options in the pre-market hours i.e from 9:00am to 9:14am. if an order is placed it will be rejected & the above error is displayed.
