I think no, the demat account is maintained by maintenance charges.

There are no restrictions as such. You can keep a demat account open & active with no holdings therein.
However there is a cost to keeping a demat account active - the Annual Maintenance Charge (AMC) which is recurring. Therefore if you don't intend to keep any shares in your Demat, its best to close it.
Another option is to open & hold a BSDA (Basic Services Demat account). It comes with no or very little AMC but there are a few restrictions. More on BSDA here.
