If regional stock exchanges are closed, what happens to the listed members? Since the listed companies had collected the capital through capital market, then what happens to these shareholders?

Yep, tricky situation. I guess Bangalore Stock exchange also will get shut very soon.
Those shareholders will continue to hold either the physical share certificates or in demat form. With them not trading on an exchange, the price discovery becomes a challenge. Also if you want to sell those shares, you will need to find a buyer and do an off-market transfer using the depository slips.
But that said, most of these regional exchanges haven’t really had any trading activity for a while now and most companies listed on them who are not trading on NSE/BSE are most likely failed businesses with no real value to their shares.
