Nse slb system, please help

What is NSE SLB (Securities lending and borrowing), as a retail client do i need to aware of this, i googled it but not get any clear idea , please help

only fno listed stocks allowed in SLB .

if i want to short sell stocks (those stocks not in the fno category) ; how do i do ?
