If I have equity holdings in a zerodha account that is inactive and all segments are blocked which prevents me from selling the holding, can the shares be transfered to another zerodha account using CDSL easiest or does it first have to be reactivated by doing the kyc and webcam ipv again?

I believe buy/sell will be blocked on the exchange but your depository will still be active. According to me, it should allow you to transfer the shares via CDSL easiest option.
But I think this will cost you more the charges to transfer shares in an off-market transaction are 0.03% of the transfer value or Rs. 25, whichever is higher.
Instead, you can get your can active and sell it, doing a Re Kyc is very easy.
