How can I take part in the non-competitive bidding for state development loans (SDL)? Is it possible to do so using Coin? If not, can I do it online through NSE?

if I want to sell-off/liquidate/encash ; the G-sec, SDL and T-bill ; before the maturity date ; how and where can I do it ?
also , are G-sec, SDL and T-bill ; eligible for the lien/pledge/mortgage for the MAS facility ?
