Streak Condition for N Consecutive Candles Within 0.25% Price Range

I’m trying to create a condition for detecting where the last N candles have moved within, say, 0.25% price range (either positive or negative). I understand that using abs() might be the way to go, but I can’t seem to have the right conditions to identify the scenario.
