Tata Invetment Corporation - Market Cap Too Low?

Hi,

I am holding shares for Tata Investment Corporation. While reading the Annual Report, I noticed that it has investments over 20K Cr but its market cap is 11K Cr. How is it possible?

Does it mean that the company has borrowed money, or is it similar to an AMC? If yes, where will that reflect in its balance sheet?
