Tick Sizes changed for Cash Market, Futures and Options

I watch Circulars and Bulletin everyday for changes. Something like this maybe should really show up early enough as it can have an impact. Many stocks wont accept 0.05 tick difference from april 15, index futures tick has been changed too.

Many thanks to dtyxg for bringing this to attention so early. I gotta change code for this now.
