What is Retention Account Statement?

I have been getting this report…but was not getting a clear idea. Can somebody explain it to me.

Every Broker Has to refund the amount lying in Trading account on quarterly basis,

but Certain cases if it is below Rs.10000 or The amount is blocked for Margin, Brokers don’t need to refund but to send the retention account statement to the account holder.
