What right does SEBI has to hold 20% margin for 1 day?

Why does SEBI hold 20% margin for 1 day after selling the holdings? Is there any valid reason or is it just another stupid rule they want to implement for the sake of protecting retailers?
Is it even legal to do so?

They want to protect retailers.

Yes SEBI is the regulatory authority they can do whatever they want.
