Why lower circuit is not opening in Zee even after 35 minutes? It was supposed to open every 15 minutes for F&O Stocks, no?

Once the criteria are met the circuit will be released.
It seems almost impossible that 25 unique buyers have not purchased ZEEL till now.
So I guess the explaination is, less than 25 unique sellers have been selling ZEEL?
So I assume, a large institution placed a lot of quantity sell order of ZEEL and it is first in line, so only that instituions sell order are getting executed???
Am I correct?
