What will be effect of transaction fee waiver by BSE sensex stocks on retail investors?

If you buy any of the 30 stocks which are part of sensex, you don’t have to pay any exchange transaction charge. You can compare the equity transaction charge here https://zerodha.com/charges

just now answered a similar question on query if one can choose bse or nse while dealing .yes you can and if you are a big investor such charges plus other expenses turn out doing business cheaper at bse.
