What's concentration margin in MCX? Is this relevant to retail traders?

I came across this circular through my RSS feed from MCX.
Will this margin apply for a retail trader trading with about a couple of lakhs?

Concentration Margin was recently released by MCX to curb price rigging by big players in the market who enter large position in a certain commodity(This article has more)
This will be applicable if a trader’s OI is greater than 5% of the market OI. The additional margins will be 1% for OI between 5-10% and increases for higher OI(mentioned in the circular).
This wouldn’t be applicable for most retail traders.
