Why NSDL not availble for pledge

i got NSDL ipo,
i want to pledge it, but its not available for pledging ?
why ?
how to pledge it

Once the Cleaning corporation (CC)` approves the stock, it’ll be available for pledging. It usually takes atleast 30 days for the newly listed ones to be added.
