Why withdrawable amount and Available amount difference is shown in https://console.zerodha.com/funds/overview/ for Withdraw to bank and is there any charges for withdrawing to bank

Withdrawable Balance are settled funds while Available Balance is total funds available in your account, settled + unsettled. You can learn more here.
