But a thing to note is that this data isn’t unique (aka the same investor with Demat accounts with different brokers is counted multiple times)

A lot of this data can be found via this page on the SEBI website (including the number of FPIs (which includes both FIIs & QFIs) and Indian Mutual Funds). Other than MFs, DIIs also include Banks, DFIs, Insurance companies, and NPS.
For daily volume data about FPIs and DIIs, rudimentary data about Buy/Sell value can be found on the NSE website. More granular data (aka segment wise like Equity, Debt, Derivatives, etc) about volumes generated by FPIs can be accessed on the NSDL website.

If you have already taken a Short position you are allowed to take a Long position outside the allowed range to the extent of the quantity you have Shorted to hedge your position.
