When can we invest in GOI Dated Bonds?

Normally there will Primary issues every week, if not any time one can buy from secondary market from kite but just that liquidity will be very less and one should be aware if they are giving right prices. If not wait for next issue. Can follow issue calendar here.
If i purchase any GOI bonds from Kite - Zerodha's fast and elegant flagship trading platform , will it be part of the pledge list in immediate future?
The reason i am asking is because the purchase from secondary market seems quite impossible due to liquidity issues
