It means that not all day traders are successful.

Ohh that one is IRS, it’s like the income tax in USA.
Investopedia is from US so thats why they said “IRS”.
Traders will not disclose their PnL to others but it will be declared in IRS anyway. Like the income tax here.
Learn math from BOOKS of mathematicians that are taught in college, then learn about trading from books, learn machine learning and algo, etc.
Then join a trading firm as a job to practice your skill and get connected to guanine traders.
